Purpose (mission, goals):
Central Council Tlingit & Haida Indian Tribes of Alaska (CCTHITA), through its Compact Program, has assumed the Indian Reservation Roads (IRR) Program through the transfer of funding and program functions, services and activities that are available under 25 CFR 170. CCTHITA's goal is to develop a transportation program consortium that includes: Program management, transportation planning, project development, construction, and maintenance of IRR facilities that have been identified as transportation priorities by the member tribes. Initial work will include the development of Long Range Transportation Plans (LRTP) and updating the IRR Inventories for member communities. CCTHITA shall endeavor to work closely with all Southeast communities by provide information and technical assistance, as well continuing the dialog on the pros and cons of a transportation consortium to include all Southeast communities. CCTHITA will work closely with the Tribes, Cities, Native Corporations, Boroughs, Denali Commission, Forest Service, Park Service, and the State of Alaska to assure that partnerships are developed, and that IRR resources are maximized. The ultimate goal is the development of a safe, reliable, efficient transportation network for Southeast Alaska.

The funding allocation is based on the inventory of roads for the CCTHITA Juneau Area. However, the funding shall be used to develop long range transportation plans for the region and participating member tribes. Further, CCTHITA's has agreed to carry out a transportation planning process necessary to maintain an inventory of roads and bridges for Central Council's participating member tribes, and to support funding, prioritization, and programming of IRR projects by implementing a current Control Schedule and Transportation Improvement Program (TIP).

The purpose of this grant is to develop environmental awareness and increase capacity and education in Southeast Alaska. We continue to provide environmental training to Southeast IGAP tribal staff and collaborate and network with local, state and federal entities.

Grant Objectives:

· Continue programmatic and administrative functions; continue to build capacity within Central Council and the S.E. Tribes.

· Professional Development of environmental staff by developing a training program that meets the educational needs of Southeast Alaska tribal environmental programs

· Establish a Community Education Plan to encourage waste reduction and recycling efforts within Central Council and the Juneau Indian Village

· Continue to work with the City and Borough of Juneau(CBJ), Central Council, Juneau Invasive Plant Association (JIPA), and the Juneau Indian Village with the on-going problem of the invasive plant species "Garlic Mustard".

· Provide environmental education to the youth in Juneau and support the youth in Southeast Alaska.

· Manage "The Online Information Exchange Network" which will provide updated information on current environmental issues, news, links, EPA, forms, conferences/trainings, and grant deadlines on a regular basis.

· Visit 8 communities in S.E. Alaska to give hands on technical support with new and on-going projects. Central Council environmental staff will conduct community meetings to educate the public and tribal council's on environmental issues, including indoor air quality, mold and mildew, solid waste, open dump sites and abandoned automobiles.

Continue programmatic and administrative functions; continue to build capacity within Central Council and the S.E. Tribes.

Implement the Native American Graves Protection Repatriation Act (NAGPRA) for the protection of Native American graves and artifacts.

Grant Objectives:

The preparation of claims on items, including hats, headdresses, masks, totems, carvings, blankets and ceremonial robes, armor, daggers and objects taken from the Louis Shotridge Collection at the University of Pennsylvania Museum of Anthropology and Archaeology.

Host a memorial party with the University of Pennsylvania in Sitka, Alaska.

Continue to file and monitor claims previously submitted to the Princeton University Museum, American Museum of Natural History, Field Museum of Natural History and other museums that house Tlingit and Haida Cultural items.

Attend ceremonial events to obtain information and approval from clan leaders to submit claims specific to different clans.

Department: Employment & Training: Tribal Child Support Enforcement Start-Up Funding

Purpose (mission, goals):
It has always been CCTHITA's priority to strengthen Tribal families. This Child Support Enforcement funding will allow us to concentrate on parent/child relationships, father initiatives, strengthen families, research services that exist and their effectiveness, and train parents and staff about healthy parenting. Our children will not be just another case. Our staff gives children the utmost respect and confidentiality during case management and strives to connect children with the care and resources of both parents.

Tlingit and Haida TCSA will be coordinated through the Employment and Training Division and Child Support Services will compliment an array of other E&T services utilized to assist our people in becoming self-sufficient. Expected outcomes include completion of planning activities, an increase in collaboration with the State of Alaska Child Support Enforcement Office, improved Child Support services to both parents, establishment of a strong rural/remote community network, and quality services to each party (custodial, non-custodial parent, and child) in a Child Support Case.

3 Year project to develop and implement a traditional mental health services treatment model for Native youth.

300 Native youth ages 8-18 and their families, at risk for mental health problems. The project will develop and implement a culturally competent service delivery model for these youth within the context of Native traditional values (using the Circles of Care model).

Year I and II , pilot test the Circles of Care model within the Juneau area and present to other CCTHITA service area communities. Year III , refine model and export to 2 other CCTHITA communities that are facing similar challenges in the area of youth mental health issues.

3-year urban/rural demonstration project to adapt and export a Native Youth Delinquency Prevention Program.

Native youth ages 14-21 at risk for delinquency, academic failure, substance abuse, and involvement with the juvenile justice system. Will provide prevention and intervention services to these youth within the context of the Tribe's cultural values and social service case management models (including Youth Leadership program, Sons and Daughters of Tradition/Wellbriety program, and the Ansel Casey Life Skills Assessment program).

Year I, pilot program in Juneau (to 150 youth and their families); year II, refinement of model; year III , export model to 2-3 additional villages within CCTHITA service area (target population is 150 youth and their families within the region).

Purpose (mission, goals):
1 year capacity building project to develop a traditionally based diversion program under the Native Youth Leadership and Delinquency Prevention Program. Program will focus on development of a youth justice model that provides alternate sanctions and restitution for youth in Juneau. The program will develop a Youth Leadership Council that will participate in planning and decision-making for youth services and programs. TFYS will collaborate with the Youth Leadership Program, Juneau Youth Court, and the Juneau School District.. We will develop the capacity to make diversion, advocacy and counseling services available in Juneau for at-risk youth and their families.

Target Population (Communities, age group, numbers, etc.):
350 Native youth ages 14-21 and their families in Juneau whose personal and family circumstances have placed them at risk for involvement in the juvenile justice system. Native youth ages 10-18 at risk for delinquency, academic failure, substance abuse, and involvement with the juvenile justice system.

Requires Youth Advisory Commitee participation.

The Central Council Tlingit & Haida Indian Tribes of Alaska Tribal Family & Youth Services Department has received funding for one year for a regional planning and consultation project to further develop a traditional substance abuse service model for Native communities within southeast Alaska. The project is based on the successful work carried out by CCTHITA over the past five years under the Healthy Nations Circles of Support Project frunded through the Robert Wood Johnson Foundation. Under this project the Central Council will work with Native communities, substance abuse treatment providers and state and local governments to set in place lcoally driven "Circles of Support" to support each community in carrying out substance abuse outreach, education, planning, and resource development.

The Central Council, Vocational Training & Resource Center announces new funding from the U.S. Department Of Education/Office of Elementary and Secondary Education , Alaska Native Education Program Cfda 84.356a Entitled: Three Year SE Alaska Native Vocational Training and Educational Support Services Initiative. This is a three-year grant (October 1, 2002 - September 30, 2005) in the amount of 3,389,005 with $1,105,403 designated for the first year.

Purpose:
The SE Alaska Native Vocational Training and Educational Support Services Initiative will carry out a three-year project to deliver vocational training services and related GED and educational support services, to the Native population within SE Alaska. This project seeks to address longstanding barriers to employment rates and income levels among the tribal population by providing training in the following three areas:

a) Construction training : 60 students
b) Small Business/Hospitality/Tourism training: 80 students
c) Computer Skills training: 70 students

And, one area of remedial education/GED services that are linked to current economic and employment opportunities within the SE Alaska region.

Students will receive stipends of $6.50 an hour to attend these classes, in addition to one and two quarter certificates and 3 to 6 college credits, leading to meaningful employment within the SE Alaska economy. Child care funding is provided for students enrolled in these courses at a rate of $1.25 per hour.

The project will also focus on the delivery of ABE and GED services to Native individuals who are interested in pursing a course of vocational instruction, but who need remedial education services prior to starting their training.

The project has three major areas of focus:

  1. To provide selective vocational training opportunities at the village level through a mobile classroom/circuit rider model that will assist village members in accessing employment and business opportunities within the village and subsistence economies. These classes will serve as part of the outreach effort to bring village residents to the Vocational Training & Resource Center in Juneau.
  2. To provide vocational training at the Vocational Training & Resource Center that will enable individuals to take advantage of increasing opportunities for employment in tourism and the retail and service sectors within the Juneau area.
  3. To provide educational support services, including GED instruction to Native individuals who need remedial education prior to entering a field of vocational training.

Target Population:
This project will provide training and GED services to the Native population within SE Alaska. This project proposes to serve 160 students in the Juneau area, and 50 students at village sites, for each of the three years in vocational training, plus 50 students per year in GED preparation.

T he Tlingit Haida Head Start Program was recently awarded a new National Even Start Program grant.  This is a 4-year grant in the amount of: $ 248,295 (year one), $254,312 (year two), $258,688 (year three), $246,582 (year 4). Begin Date: Summer 2002 / End Date: Spring 2006

Purpose (mission, goals):
Even Start is a national program designed to improve family literacy. Even Start programs have four componants: early childhood education, parenting education, parent/child time together, and adult basic education. By addressing these four areas with intensive service, research shows that family interactions, school skills, and workplace skills increase measurably.

Target Population (Communities, age group, numbers, etc.):
All of the Tlingit Haida Head Start centers have aspects of the first three Even Start componants provided: early childhood education through our regional Head Start centers; parenting education through the Family Feather's and Parents Journal video/curriculum series and monthly Head Start parent trainings; and parent/child time together through literacy kits which can be checked out to Head Start families. The fourth area, adult basic education, is provided by referral in all sites but Wrangell and Juneau. Wrangell has an Even Start center operating in conjunction with TANF's SEANWPI program to provide direct adult education services. Juneau's Even Start center is not yet open. Juneau's services will be more advocacy-oriented, to help existing agencies better welcome and serve our Head Start families. Potentially, all families enrolled in Tlingit & Haida Head Start can be served through the Even Start program. During the 2002-2003 school year, our enrollment consisted of 292 children.
