pre-hearing settlements;
- Represented
the Northwest Intertribal Court System tribes in the
national discussions resulting in the Congressional
repeal of Duro v. Reina, 495 U.S. 676 (1990).
NEGOTIATION
ACCOMPLISHMENTS
- Assisted
in the successful negotiation of a multi-million dollar
settlement between the Tulalip Tribes and the U.S. Navy
for the leasing of a portion of the Puget Sound
waterways for the Everett Naval Station.
- Assisted
in the development and writing of a winning $50 million
construction claim while working with critical time
constraints for an on-going $48 million oil field module
project.
POLICY
DEVELOPMENT
- Wrote
the Instruction Manual and Model Subcontracting Plan
incorporated by The Boeing Company into every federal
contract and proposal exceeding $500,000.
- Facilitated
the nationwide utilization of small and minority
businesses for competitive bid contracts with The Boeing
Company. During
a four-year period these awards totaled $4.7 billion to
small businesses, including $166 million to
minority-owned businesses.
- Assisted
in the state policy development and implementation of
the Trans Alaska Pipeline's affirmative action plan.
